Neighbor a big problem

I have a problem with a neighbor, who is harassing me every night. It has been going on since 2001, when I took him to court. That has been three times and nothing is being done about it. He messes with my plants. He urinates on them.
They tell me the district won’t do anything. I have written out a lot of reports on him. I know this is terrible.
I guess you can let anyone come over to your house and do anything they want, day or night. That is what has gone on at my house for eight years.
My husband heard him, too, when he was here. He could not sleep. He is gone now. He passed away two years ago in November.
This neighbor has a problem, a big problem. I told [officers] I saw him in my back yard, early one morning. But they said someone else has to see him. That sounds crazy.
I had a stroke about nine years ago and I cannot catch him when he is over here. I move sort of slow. I have signs up around my place [telling people to] stay off my property, but it does no good.
A week ago, he messed with my camera outside and broke it, then called [someone] to come and fix it and told them what color my house was and gave them my name. He told them like he lives here.
I know because I called [the repairman] the night I found it broken, and they told me I already had an appointment with them on Monday. I told them I had not called them before and I had just found out about it when I tried to turn it on. The night before, he dropped a piece of credit card by my back door.
