Lewd conduct lands Arkansas man in trouble

TAHLEQUAH — A Fort Smith, Ark., man is free on bond after his arrest for alleged lewd conduct at a Chicken Creek camp site Saturday night.

Mark W. Parker, 24, was booked into the Cherokee County Detention Center for rape, public intoxication, obstruction, defrauding an innkeeper, interfering with EMS, and outraging public decency.

He was given a total bond of $20,000, jail records show, and was released Monday morning.

Cherokee County Sheriff’s Deputy Jarrick Snyder was patrolling near Lake Tenkiller when dispatchers sent him and U.S. Army Corps of Engineers rangers to an area at Chicken Creek. A caller who was camping in the area with her family said a man was having sex with an unconscious woman as she sat in a chair, in view of several neighboring camp sites.

When Snyder arrived, witnesses had gathered around the alleged victim, who was on the ground and still passed out.

First responders and an ambulance were called, and medics were able to wake the alleged victim before transporting her to a Tahlequah hospital for treatment.

Several witnesses told Snyder and Corps rangers that Parker, who was still at the scene, performed sexual acts on the woman while she was unconscious.

Parker also used his cell phone to record video of himself committing the lewd acts, witnesses told Snyder.

The deputy later located Parker’s phone and found that it was still recording. The phone and several other items from the camp were gathered as evidence, and the case has been turned over to Cherokee County sheriff’s investigators.

Parker allegedly said he and the victim know each other, and he admitted they had been drinking alcohol, Snyder said.

A truck and boat were impounded at the scene.
