Two offered plea for sex with teen

TAHLEQUAH — Plea offers have been extended to two people accused asking a 13-year-old girl to have sex with them.

Court records show the offers were extended to 23-year-old Charles Dick and his girlfriend, 20-year-old Jessica D. Romain. Both have also been set for preliminary hearings April 10 in Cherokee County District Court.

Dick and Romain are each facing charges of lewd or indecent proposals to a child under 16, lewd or indecent acts to a child, and furnishing alcohol to a person under 21 years of age.

Tahlequah Police Detective Thomas Donnell investigated the case after he received information from a Tahlequah school resource officer.

Donnell said the alleged victim and her parents met him to discuss the incident. Court documents allege Dick and Romain asked the victim to have sex with them, and both touched the girl inappropriately while she was at their home.

Dick allegedly confessed to Donnell, while Romain wouldn’t speak about the accusations that were made.

Donnell said the victim and Romain previously lived near each other, and the two would occasionally spend time together.

Dick and Romain were both given $25,000 bonds, and both have pleaded not guilty to the charges.
