Sheriff's Beat - Man arrested for threatening woman

TAHLEQUAH — Cherokee County sheriff’s deputies arrested a man Sunday evening after he allegedly made threats to a woman while at the lake.

Clinton Shane Keys, 43, was booked for public intoxication, terroristic threats, and disorderly conduct. Witnesses said Keys was involved in an argument with a woman at Petit Bay, and after he threatened her life, she ran for help.

Robert S. Blackman, 20, was arrested early Saturday morning after allegedly causing disturbances at War Eagle and Diamond Head resorts on State Highway 10. Blackman allegedly smelled of alcohol and was unstable on his feet when approached by Deputy Michael Cates. Blackman became “very aggressive” and screamed that he wanted a lawyer and couldn’t be arrested for public intoxication, Cates said. He later urged deputies to assault him so he could sue the department, according to his arrest report.

Angel Dawn Lyman, 26, of Tishomingo, was arrested for driving under the influence at about 1 a.m. Sunday morning. Lyman drove through a safety checkpoint on State Highway 10, and allegedly smelled of alcohol and was unsteady on her feet. She admitted she had consumed half a glass of beer and had taken Xanax earlier in the day. She refused to take the state’s test and told officers she could not be arrested for driving under the influence, deputies said.

Zachary Blaine Tuggle, 31, of Inola, was arrested last week for driving under the influence second or subsequent and driving under suspension. Tuggle was driving a truck and pulling a boat on State Highway 82 South when deputies conducted a traffic stop on another vehicle. Officers said Tuggle also pulled over and exited the truck, then stood on the side of the highway. He allegedly admitted to drinking alcohol and told deputies he had a previous DUI charge and didn’t have a driver’s license. Tuggle refused to take the state’s test, according to an arrest report.

Lane Dillan Scoggins, 18, of Park Hill, was arrested Saturday for DUI, transporting an open container, failure to stop at a stop sign, and minor in possession. Deputy Jarrick Snyder said he was conducting a welfare check on a vehicle on the west bypass when Scoggins approached in an older-model truck, stopped in the road, then took off at a high rate of speed. Scoggins was later stopped and allegedly admitted he had consumed three or four beers. Snyder said there were four boxes of beer, two bags of empty beer cans, and other empty beer cans and bottles scattered in the back of Scoggins’ truck. Deputies also found an open can inside the cab of the truck.

Deputies arrested Tanya Finch, 36, of Tahlequah, for domestic assault and battery on Saturday.

Delbert Lee Shepard, 52, of Welling, was arrested by Deputy Dexter Scott last week for possession of drug paraphernalia. Scott was patrolling in the Welling area when he noticed a vehicle in the ditch near East 815 Road. Shepard was walking near the vehicle, and allegedly told Scott the vehicle had mechanical issues, so he attempted to let it roll down hill to push-start it. The vehicle, however, ended up in the ditch. Shepard was eventually arrested for a child support warrant. Scott conducted a pat down and discovered a metal smoking pipe in Shepard’s pocket. The pipe allegedly smelled of burnt marijuana.

Andrew Mark Childress, 44, of Tahlequah, was arrested for DUI and driving while revoked last week in Keys. Scott said he was patrolling the area when he was passed by Childress, who was allegedly driving at a high rate of speed. Scott followed the vehicle, which went left of center several times and had a tag that expired in October of 2012. Childress was stopped and allegedly admitted he had no license because of a previous DUI charge. Childress refused to take the state’s intoxication test, Scott said.

Deputies spoke to Watie Shade last week about a burglary. Shade said he later found some of the stolen steel tubes at a local scrap yard. One suspect in the theft later approached Shade and cussed at him for filing a report on the theft. The suspect told Shade he found the steel tubing in the road.

Nancy Hill filed a report last week about a freezer, refrigerator and kitchen mixer being stolen from a residence.

Levi Diffie filed an assault report last week.

Crystal Brackett filed an information report Friday.
